How to Get a Police Clearance Certificate in Beijing as a Foreigner

  • 5 mins

This guide explains how foreign applicants can request a Beijing Police Clearance Certificate. In China, the document is generally issued as a Certificate of No Criminal Record and may also be called a Beijing Police Certificate, No Criminal Record Certificate, PCC or NCR certificate.

If you have already left China, a representative route may be possible in some cases, but it is not available under every local procedure. Asomerit first reviews your residence history, passport records, current location and overseas-use requirements before special authorization documents are prepared.

Section 1: Eligibility Requirements

Under the relevant requirements for applying for a Certificate of No Criminal Record in Beijing, foreign applicants generally need to meet the following basic conditions before applying for a Police Clearance Certificate in Beijing.

Requirement 1: You held a Chinese residence permit issued in Beijing

You need to have held a valid Chinese residence permit during the relevant period of your stay in China. This may include a work-type residence permit, private affairs residence permit, study residence permit, or other valid residence permit categories.

Visa and residence-permit history can affect the local route. Holding a particular document or reaching 180 days does not by itself guarantee eligibility; the complete residence record should be reviewed for the relevant city.

General 180-Day Residence Baseline

As a general eligibility baseline, foreign nationals who have resided in China for a cumulative period of about 180 days may be eligible to apply. The supporting documents, certified period and treatment of shorter stays can vary depending on the competent local authority and the applicant’s residence history.

Section 2: Application Process and Documents for Police Clearance Certificate in Beijing

Step 1: Apply for the Criminal Record Check with the relevant local authority

The first step is to submit an application to the relevant local authority to check whether you have any criminal record during your stay.

If no criminal record is found, the authority will issue a Certificate of No Criminal Record confirming that you had no criminal record during your period of residence in Beijing.

Required Documents for Applying for the PCC

You will generally need to provide:

  1. Original passport(s)* you used during your stay in Beijing;
  2. A power of attorney or other authorization document, if representative handling is permitted. The required form and authentication method vary by city and applicant location.

The competent local authority may ask to inspect an original passport or additional identity evidence. Asomerit reconfirms the current local requirement before the applicant prepares or sends original documents.

Processing Time

Processing time varies with document readiness, the competent local authority, notarization or authentication route, and delivery requirements.

Step 2: Notarization of the Police Clearance Certificate

After the Certificate of No Criminal Record is issued, Asomerit will submit the original certificate to a local notary office in Beijing for notarization. The notary office will review the content and authenticity of the certificate and issue a notarial certificate.

Required Documents for Notarization

You will generally need to provide:

  1. The original Certificate of No Criminal Record issued by the relevant local authority;
  2. A copy of your valid passport;
  3. Scanned copies of all passports and residence permits used during your stay in Beijing;
  4. A power of attorney or other authorization document, if representative handling is permitted. The required form and authentication method vary by city and applicant location.
If your passport held during your residence in Beijing is different from your current valid passport, you must provide proof of passport association:

(1) If the observations page of your passport contains information regarding the change of the passport numbers, you only need to provide a scanned copy of that observation page.

(2) If there is no such observation, you may provide either:
i. A passport renewal certificate issued by the passport issuing authority;
ii. A signed declaration from the applicant stating that both passports belong to the same individual.

In either case under (2), the issued documents must be notarized and authenticated in the applicant's current country or region.

Processing Time

Processing time varies with document readiness, the competent local authority, notarization or authentication route, and delivery requirements.

Authorization-document requirements are confirmed for the applicant’s city and current location before preparation.

Step 3: Apostille, Consular Legalization, or Other Authentication

Whether notarization, an Apostille or consular legalization is required depends on the destination, document form and receiving authority.

The overseas-use route is confirmed against the receiving authority’s requirements before authentication work begins.
