How to Get a Police Clearance Certificate in Beijing as a Foreigner

This guide explains how foreigners can apply for a Police Clearance Certificate in Beijing, the capital of China.

Section 1: Eligibility Requirements

Under the relevant requirements for applying for a Certificate of No Criminal Record in Beijing, foreign applicants generally need to meet the following basic conditions before applying for a Police Clearance Certificate in Beijing. 

Requirement 1: You held a Chinese residence permit issued in Beijing

You need to have held a valid Chinese residence permit during the relevant period of your stay in China. This may include a work-type residence permit, private affairs residence permit, study residence permit, or other valid residence permit categories.

Please note that a residence permit is different from a Chinese visa. If you only held a Chinese visa and did not obtain a residence permit, you may not be eligible to apply for a Police Clearance Certificate for foreigners in China, even if you stayed in China for more than 180 days.

Requirement 2: You should have accumulated more than 180 days of residence in China

Based on Asomerit's practical experience, as long as you have (1) lived in the whole territory of China for over 180 days, and (2) obtained a residence permit issued by the Beijing PSB, you will be able to apply for the certificate Beijing. However, a detailed review into the residency history and the other documents are necessary to determine the application eligibility.

 

 

Section 2: Application Process and Documents for Police Clearance Certificate in Beijing

Step 1: Apply for the Criminal Record Check with the Beijing Exit-Entry Administration Department

The first step is to submit an application to the Exit-Entry Administration Department of the Beijing Public Security Bureau to check whether you have any criminal record during your stay.

If no criminal record is found, the authority will issue a Certificate of No Criminal Record confirming that you had no criminal record during your period of residence in Beijing.

Required Documents for Applying for the PCC

You will generally need to provide:

  1. Original passport(s)* you used during your stay in Beijing;
  2. A signed power of attorney, which Asomerit will prepare for you;

Step 2: Notarization of the Police Clearance Certificate

After the Certificate of No Criminal Record is issued, Asomerit will submit the original certificate to a local notary office in Beijing for notarization.The notary office will review the content and authenticity of the certificate and issue a notarial certificate.

Required Documents for Notarization

You will generally need to provide:

  1. The original Certificate of No Criminal Record issued by the Exit-Entry Administration Department;
  2. A copy of your valid passport;
  3. Scanned copies of all passports and residence permits used during your stay in Beijing;
  4. A signed power of attorney, which Asomerit will prepare for you;
  5. A photo of you holding a signed power of attorney and your valid passport, ensuring both documents are clearly visible;
If your passport held during your residence in Beijing is different from your current valid passport, you must provide proof of passport association:
 
(1) If the observations page of your passport contains information regarding the change of the passport numbers, you only need to provide a scanned copy of that observation page.
 
(2) If there is no such observation, you may provide either:
i. A passport renewal certificate issued by the passport issuing authority;
ii. A signed declaration from the applicant stating that both passports belong to the same individual.
 
In either case under (2), the issued documents must be notarized and authenticated in the applicant's current country or region.

Processing Time

Approximately 7 business days**.

Step 3: Apostille, Consular Legalization, or Other Authentication

In most cases, a notarial certificate issued by a Chinese notary office cannot be directly accepted by overseas authorities without further authentication. Therefore, after the notarization is completed, you may also need to apply for Apostille, consular legalization, or other document authentication depending on where the document will be used.

The type of authentication depends on the destination country or region:

  • Apostille Convention member countries: Apply for an Apostille;
  • Non-Apostille countries: Apply for authentication by the Chinese Ministry of Foreign Affairs and consular legalization by the relevant embassy or consulate in China;
  • Hong Kong or Macau: Apply for a confirmed copy of the notarial certificate;
  • Taiwan: Complete document verification through the relevant cross-strait verification procedure.
